In 1192 the emperor made Minamoto no Yoritomo, the leader of the Minamoto clan the shogun to lead the Japanese armed forces. Minamoto no Yoritomo created his government in the city of Kamakura. This was very important because it gave more power to the shogun. Before this the emperor had all the power.
